My name is Tom Collins and I am the co-owner of Collins Sanitary LLC in Clinton, Wisconsin. Our business is pumping and disposal of residential septic tank and commercial food processing wastes. We have been in this business for 28 years.

 

In 2004, we decided to diversify the business and began the process of building a 2-million gallon Harvestore SlurryStoreâ. The reason we decided to diversify our business was to control our costs by reducing or potentially eliminating the municipal disposal costs and to also reduce or eliminate the fertilizer costs on our family farm. Making the decision to build the SlurryStoreâ was the easy part of this project. Getting the approval of the local town board and cooperation of a few neighbors was the real challenge.

Almost six years ago now, our family suddenly found itself in a desperate and tragic situation involving our elderly Aunt Helen.   
 
Our circumstances were overwhelming; the landlord had evicted Helen.  After that, he seized and controlled her property.   
 
As if that were not enough, while Helen lay sick and dying, almost all of her life savings were stolen by her supposed “temporary guardian” while the big bank from which Helen’s money was taken sat by and allowed Helen’s accounts to be raided and drained.

We are Citizens for a Safe Environment.  We are a group of five families living west of Watertown, Wisconsin, site of the July 19th, 2005 tire fire, a disaster visible from satellites in space.  Watertown Tire Recyclers, where the fire occurred, was one of the three largest tire recyclers in Wisconsin.
            Watertown Tire Recyclers had been a concern to us, its rural neighbors, for years.  Enormous ugly piles of tires built up on the site, posing fire hazards and providing mosquito and pest breeding grounds.  After trying for years to work with local government officials and the Wisconsin DNR to get this business into compliance with its legal limits, our five families organized together and formed what became known as CFSE or Citizens for a Safe Environment.  With government agencies refusing to act, we had come to the point where we felt like we had to look at legal action against Watertown Tire Recyclers to get this business into compliance and to not be a danger to the public.
            One of our members contacted Frank Jablonski of Progressive Law Group LLC. With Frank’s guidance and assistance we were able to form what became a small but strong group.  With Frank as our attorney we went up against an established business, the Wisconsin DNR and local government.  Frank helped us get organized, he kept us on track, he walked us through everything we needed to do, he encouraged us to do things we never imagined ourselves doing (like contacting state officials and making public appearances).  Ultimately the fire  - -a potential disaster that we specifically warned about in our lawsuit - - occurred,  changing our original goal.    With Frank’s help we were able to become a “player” in a wider legal process that resulted in a plan requiring Watertown Tire Recyclers to cut its operations, pay local first responders, and eventually, shut down.
